北宋熙宁九年（1076年）收复。元丰四年（1081年）置州。⑴治所在今湖南靖州苗族侗族自治县驻地渠阳镇东。⑵次年，渠阳县来隶，辖境扩大。其后辖境屡有变化，但治所未变。元祐二年（1087）废为渠阳军。⑶
⑴元·脱脱：《宋史》卷88《地理四》：“靖州，下，军事。熙宁九年，收复唐溪洞诚州。元丰四年，仍建为诚州。”（中华书局，1977年校点本，第7册，第2197页）
《元丰九域志》卷6《荆湖路》：“下，诚州，军事。唐溪峒诚州。皇朝熙宁九年收复，元丰四年仍旧置。治渠阳县。”（中华书局，第276页）
《舆地纪胜》卷72《荆湖北路》：“又诏于武岗之西作城，在渠河之阳，为诚州。（图经以为元丰三年收复，诏作城于渠水之阳，曰诚州。而《舆地纪》、《国朝会要》及《九域志》并以为熙宁九年收复。不同，当从《会要》。”（中华书局，第3册，第2416页）
⑵顾祖禹：《读史方舆纪要》卷82《湖广八》：“诚州城，在州东。五代时，蛮酋杨氏所置，亦曰杨氏城。宋熙宁中，亦为诚州治。元丰中，始移治渠阳。志云：故城址今名渠水滩头。”（中华书册，第4册，第3506页）
按：熙宁九年为收复之年，非置靖州之年。“渠水滩头”当在渠水边上，暂定在今县驻地对岸，即此后的渠阳县、永平县治。
