陈天嘉元年（560）析桂阳郡置。⑴治卢阳县（今湖南汝城县驻地城关镇南城下）。辖卢阳、晋宁两县。⑵隋开皇九年（589）平陈废。⑶
按：晋宁县治所在今湖南资兴市驻地鲤鱼江镇东兴宁镇（管子壕）南东江湖（水库）中，卢阳县治所在今湖南汝城县驻地城关镇南城下。因在今湖南永兴县驻地置有便县、在今郴州市区置有郴县，故卢阳郡的范围大致包括今湖南汝城、晋宁、桂东三县地。
据光绪《湖南通志》兴宁县图，兴宁县北界从东向西有七里、皮石、大陂水墟、七里山，西界从北向南有罗围等地名，与今《湖南省地图册》资兴市的七里、皮石乡、波水圩、七里圩、罗围等地名的位置相同，参考水系、山脉等自然地理因素，界线基本相同。
因卢阳郡东、南界均为山区，当以山脉为界。故卢阳郡界可以按照今于的桂东、资兴、汝城三县界画出。
⑴《陈书》卷3《世祖纪》：天嘉元年“五月乙卯，改桂阳之汝城县为卢阳郡，分衡州之始兴、安远二郡置东衡州。”（北京，中华书局，1册，50页）
《陈书》卷5《宣帝纪》：太建十三年“夏四月乙巳，分衡州始兴郡为东衡州，衡州为西衡州。”（北京，中华书局，1册，98页）
《陈书》卷8《周文育传》：“上乃下诏，改桂阳之汝城县为卢阳郡，分衡州之始兴、安远二郡，合三郡为东衡州。”（北京，中华书局，1册，146页）
⑵据《补陈疆域志》卢阳郡只辖卢阳一县。据宋本《太平寰宇记》卷117《江南西道十五》：“晋太始元年又改为晋宁。梁承圣中以县属卢阳郡。隋平陈，罢卢阳郡，仍省晋宁县。”则卢阳郡辖卢阳、晋宁两县。
