清乾隆元年七月二十七日（1736.9.2）升沅州直隶州置。⑴治芷江县（今湖南芷江侗族自治县驻地芷江镇）。属湖南省。领芷江、黔阳、麻阳3县。嘉庆二十二年（1817）析芷江县置晃州直隶厅，府境缩小。但治所至清末未变。⑵
