元至正二十七年（1367）朱元璋改沅州路置。⑴治卢阳县（今湖南芷江侗族自治县驻地芷江镇）。领卢阳、黔阳、麻阳县和靖州。明洪武三年（1370）析靖州置靖州府，辖境缩小。洪武九年四月甲午（1376.4.11）降为沅州，⑵往属辰州府。⑵
⑴《大明清类天文分野之书》卷19：“元初立沅州安抚司。十四年改为路。三十一年降为州。属辰州路。本朝丁未年改为府。洪武九年降为州，属辰州府。”
《元史·顺帝传》：至正二十七年春正月，“癸卯，大明兵取沅州路。”（北京，中华书局，4册，977页）
一说至正二十四年（1364）改路为府。
《明史》卷44《地理五》：“沅州，元沅州路，直隶湖广行省。太祖甲辰年为府。九年四月降为州，以州治卢阳县省入，来属（辰州府）。”（中华书局1974年点校本，4册，第1093页）
⑵《明太祖实录》卷105：洪武九年四月甲午，“改沅州府为沅州，隶辰州府。革所属卢阳县。”（台湾中研院历语所校印本，第3册，第1758页）",
