明洪武九年四月甲午（1376.4.29）降靖州府置，原靖州府附郭永平县废入州。⑴治所即今湖南靖州苗族侗族自治县驻地渠阳镇。属湖广布政使司。洪武十年五月戊寅（1377.6.7）裁通道县，地入州。⑵洪武十三年五月辛卯（1380.6.4）复置通道县。⑶万历二十五年（1597）析绥宁、会同二县地置天柱县。⑷由此，领会同、通道、绥宁、天柱4县。康熙六年七月甲寅（1667.8.30）属湖南省。⑸雍正四年四月戊寅（1726.5.17）天柱县往属贵州省黎平县，辖境缩小。此后辖境屡有变化，而治所至清末一直未变⑹。

⑸《圣祖实录》卷23：康熙六年七月甲寅，“吏部题，议政王贝勒大臣卿科道等会议裁官一疏，应将河南等十一省俱留布政使各一员，停其左右布政使之名。至江南、陕西、湖广三省，俱有布政使各二员，驻札各处分理，亦应停其左右布政使之名，照驻札地名称布政使。”（中华书局，《清实录》，第4册，第315页）
