清雍正七年十一月己卯（1729.12.28）升澧州为直隶州，治所即今湖南省澧县驻地。属湖南省。辖安乡、石门、慈利、安福4县。⑴雍正十三年十二月壬午（1736.1.29）于永定卫故地置永定县来属。⑵由此辖5县，至清末未变。⑶
⑴《世宗实录》卷88：雍正七年十一己卯（1729，12，28），“户部等衙门议覆，原任湖南巡抚王国栋疏言岳州府属之澧州，距府辽远，请升为直隶州，将安乡、石门、慈利三县并将九溪、永定二卫改为一县，俱归澧州管辖。”（中华书局，《清实录》，第8册，第182页）
嘉庆《清一统志》卷373《澧州直隶州一》：“雍正七年改升直隶州，属湖南省。”（商务印书馆，《四部丛刊续编》本，1934年，137册，第1页）又：“安福县，……明洪武二十二年置九溪卫，属湖广都司。本朝雍正七年改置安福县，属澧州。”（同上，第2页）
⑵《高宗实录》卷9：雍正十三年十二月壬午，“又议覆湖南广总督今任大学士迈柱等疏称，湖南永定、九溪二卫，经前任巡抚王国栋题请改为安福县，第所徵屯粮、疆界不清，应请于永定卫添设一县，归于澧州管辖。……寻定县名曰永定。”（中华书局，《清实录》，第9册，第319——320页）
