唐武德四年（621年）改永嘉郡置，治括苍县（在今浙江丽水市老城区东南七里、好溪西岸）。领括苍、丽水二县。（1）武德八年（625年）松阳县来属，辖境扩大。贞观元年（627年）省东嘉州，以永嘉、安固两县来属，辖境又扩大。（2）上元元年（674年）分永嘉、安固两县置温州，括州辖境缩小。（3）万岁登封元年(696年)增领缙雲县，辖境扩大。（4）景云二年（711年）增领青田、遂昌县。（5）唐天宝元年(742)改为缙云郡。（6）
