隋大业三年（607年）改睦州为遂安郡、新安县为雉山县。治雉山（今浙江淳安县西约8公里新安江水库中），领雉山、遂安、桐庐三县。唐武德四年（621年）复为睦州。时寿昌入新安，分水尚未设立（2），故辖境较明、清严州府少建德一县（3）。
