唐开元十三年（725年），以闽州改置，为福州都督府治，兼福建经略使治。州治闽县，即今福建福州市。领县六：闽县，侯官，长乐，万安，连江，长溪1；辖境相当今福建省福州市区、福清市和闽侯县、连江县、永泰县、闽清县、罗源县、长乐县、古田县、屏南县、平潭县，以及宁德市、霞浦县、福安县、福鼎县、柘荣县等市县地和周宁县洋溪以南地区、寿宁县斜滩溪下游地区。开元二十九年（741年）置尤溪、古田二县来属，州治仍在闽县。天宝元年（742年），改为长乐郡2。
