隋开皇十一年（591）移州治于横山（在今江苏苏州市西横塘乡新郭村）。⑴仁寿二年（602年）析乌程县置湖州，苏州辖境缩小。大业初年废湖州，长兴、乌程县复属苏州。⑵
⑴明·卢熊撰：洪武《苏州府志》卷首图：隋开皇“十年，州人沈玄侩反，围刺史皇甫绩于州城，杨素讨平之。遂徙郡于横山东黄山下，盖欲空其旧城耳，今新郭是也。”（明洪武十二年修，抄本，第16页A）又卷1《沿革》：开皇“十一年，移州治于横山（即今新郭）。”（明洪武十二年修，抄本，第2页B）又：吴县，“隋开皇九年，杨素移县于横山东。”（同上，4页A）按：吴县条下年代当误，应以开皇十一年为准。
《读史方舆纪要》卷24《江南六》：“吴县，附郭。东汉永建中，为吴郡治。自是州郡皆治此。隋开皇九年，尝徙治于横山东。唐武德七年复旧。”（北京，中华书局，2册，1100页）
吴江县地方志编纂委员会编：《吴县志》第一章《建置》第三节《县治》：“隋开皇十一年（591），徙治于横山（今七子山）东5里处（今苏州市横塘乡新郭村）。唐武德七年（624），县治迁回原址。”（上海，上海古籍出版社，1994年，78页）
⑵《嘉泰吴兴志》卷1《建置沿革》：长兴县：“隋开皇九年平陈，以其地并入乌程，隶苏州。仁寿二年复分长城，再置湖州。大业三年复废，县仍属苏。”乌程县：“仁寿二年复分长城立湖州。大业二年又废。”（宋元方志丛刊第5册，4683页。中华书局影印本）据此，暂定大业二年（606）为废湖州之年。",
