唐乾元元年（758年），以临汀郡改置1。初属福建都防御使，上元元年（760年）属福建节度使，大历六年（771年）属福建都团练使2。州治长汀县，即今福建清流县罗口，领县三：长汀、龙岩、宁化。辖境相当今福建宁化、清流、长汀、连城、武平、上杭、永定和龙岩、漳平诸县市境域。大历十二年（777年），割建州沙县来属，东北部境域扩大，割龙岩县属漳州，东部境域缩小,州治仍在长汀县。大历十四年（779年），迁治今福建长汀县3。

1，《旧唐书》卷40·地理三·江南东道·汀州：“开元二十四年，开福、抚二州山洞置汀州。天宝元年，改为临汀郡。乾元元年，复为汀州。天宝领县三：…长汀，州治所；龙岩；宁化。以上三县，并开元二十四年，开山洞置。”（北京，中华书局，1975年，3册，1601页）。
2，《新唐书》卷68·方镇五·福建：开元二十一年“置福建经略使，领福、泉、漳、潮五州，治福州。”开元二十二年“福建经略使增领汀州，漳、潮二州隶岭南道经略使。”天宝元年“福建经略使复领漳、潮二州。”天宝十载“漳、潮二州隶岭南经略使。”乾元元年“改福建经略使为都防御使兼宁海军使。”上元元年“升福建都防御使为节度使。”大历六年“废福建节度使，置都团练观察处置使。”（北京，中华书局，1975年，6册，1899-1907页）。
3，据注1《旧唐书》和《元和郡县图志》卷29·江南道五·汀州·长汀县：“郭下。白石溪水，在县南二百步，下流入潮州界。”（北京，中华书局，1983年，下册，723页。）记载，汀州初置治所长汀县，参见《太平寰宇记》记载，治所当在清流县罗口，是为晋新罗县旧治，大历十四年迁州县治于白石乡，即今长汀县治。《太平寰宇记》卷102·江南东道十四·汀州：“唐开元二十四年，开福、抚二州山洞置汀州。天宝元年，改为临汀郡。乾元元年，复为汀州。州初置在杂罗，以其地瘴，居民多死，大历十四，移理长汀白石邨，去旧州理三百里。”长汀县：“唐开元中立郡，旧治在九龙水源长汀邨。大历中移在白石乡，地名金沙水，即今治也。”（金陵书局，光绪八年刊本，20册）。
据新旧《唐书》，汀州州治为长汀县，治所在新（杂）罗县故址。《元和郡县图志》卷29·江南道五·漳州·龙岩县：“先置在汀州界杂罗口，名杂罗县，属汀州。天宝元年改为龙岩县，大历十二年皇甫政改隶漳州。”（北京，中华书局，1983年，下册，722页）。《太平寰宇记》卷102·江南东道十四·汀州：“州初置在杂罗，以其地瘴，居民多死，大历十四，移理长汀白石邨，去旧州理三百里。”长汀县：“唐开元中立郡，旧治在九龙水源长汀邨。大历中移在白石乡，地名金沙水，即今治也。”（金陵书局，光绪八年刊本，20册）。新（杂）罗县故址在新罗口，《临汀志》谓之东坊口。今汀州有童坊河，下游称为罗口溪，至罗口入九龙溪。童坊河当为东坊河之变音。今清流县罗口的地理位置与《元和志》、《纪要》记载基本相符，与《寰宇记》的记载更是符合，疑今罗口即为《元和志》新罗口、《临汀志》东坊今姑据此对新罗县作定点于罗口。童坊河、罗口溪、罗口、九龙溪（水），见《福建省地图集》清流县幅。（福建省民政厅，1962年，105-106页）。",
