元至正二十四年（1364年）朱元璋取庐州（今安徽安肥市），改庐州路为府，置江淮行省（1），二十六年（1366年）增领淮安府及濠、徐、宿等州（2）。
约明洪武元年（1368年）省入南京（3）。

（1）《明太祖实录》卷15：甲辰七月克庐州，“改庐州路为府，置江淮行省，命平章俞通海摄省事以镇之。（台湾，“中央研究院”历史语言研究所刊本，1962年，1册，199页。）按：甲辰即至正二十四年。
（2）《明史》卷1《太祖纪》：至正二十六年，下淮安及濠、徐、宿三州，淮东平。（北京，中华书局，1974年，1册，14页。）《明太祖实录》卷19：丙午三月，“命江淮行省平章韩政率指挥顾时、叶珍等取濠州；”（1册，271页。）卷20：四月，元徐州守将陆聚闻徐达已克淮安，以徐、宿二州诣达军请降，“以聚为江淮行省参政，仍守徐州。”（279页）丙午年即至正二十六年，可见徐、宿、濠等州属江淮行省。又《明太祖实录》卷26：吴元年十月，沂州王信降，授信江淮行省平章政事。（1册，406页。）沂州在淮安以北，淮安当属江淮行省。
（3）《明史》卷40《地理志一》：庐州府“太祖甲辰年七月为府，置江淮行省于此，寻罢。”（923页。）按：江淮行省罢于何年，未见记载。据《明志》及《实录》寿、泗、和等州，洪武二年直属中书省，和州原属庐州府，疑此前已废江淮行省，今姑作洪武元年省。《国榷》卷2元至正二十七年：都指挥傅友德为江淮行省参政，召入朝。”（北京，中华书局，1958年，1册，335页。）卷4明洪武三年：大封诸功臣，“江淮行省平章俞通源，南安侯。”（428-9页）可能仅为虚衔。",
