一称淮南行省（1）。元末全国动乱，至正十二年（1352年）以原河南江北行省淮南地置淮南江北行省，治扬州路（今江苏扬州市）。领辖扬州、淮安、庐州、安丰、安庆、蕲州、黄州等路及高邮府、滁州、和州（2）。实际上，当时并未控制全省，早在立省前一年，蕲州、黄州二路已入徐寿辉（3）。十二年郭子兴又起兵濠州，濠州属安丰路（4）。十三年（1353年）高邮府为张士诚所据。至正十四年（1354年）滁州入朱元璋。十五年（1355年）和州入朱元璋，安丰入刘福通。这些变化不在图面中反映。十七年（1357年）扬州路入朱元璋江南行省（5）。

（5）《元史》卷45：至正十七年“大明兵取扬州路。”（938页。）《明史》卷1《太祖纪》：至正十七年，克扬州。（6页）卷40《地理志一》：扬州府“太祖丁酉年十月曰淮海府，辛丑年十二月曰维扬府，丙午年正月曰扬州府。”（4册，917页）丁酉年即至正十七年。至正十六年朱元璋置江南行中书省。十七年，朱元璋取元淮南行省治扬州路，《顺帝纪八》云，同时以张士诚弟士德为淮南行省平章政事，时士德已为朱元璋所擒，可见元淮南行省已名存实亡。史载十八年（1358年）陈友谅取安庆路，二十一年入朱元璋；二十三年，张士诚取安丰；二十四年，朱元璋取庐州，改庐州路为府，置江淮行省；二十五年，是时，张“士诚所据，南至绍兴，北有通、泰、高邮、淮安、濠、泗，又北至于济宁”；二十六年，安丰、淮安入朱元璋；至张士诚亡元淮南行省地尽入朱元璋江南行中书省。",
