东晋义熙八年（412年）分荆州等地置。治临湘（今湖南长沙市）。领有长沙、衡阳、湘东、邵陵、零陵、营阳、建昌、桂阳、始兴等郡。（1）十二年（416年）废。（2）

（1）《宋书》卷37《州郡志三?湘州》湘州刺史下曰：“晋怀帝永嘉元年（307年），分荆州之长沙、衡阳、湘东、邵陵、零陵、营阳（《晋志》作穆帝置，见营阳郡考）、建昌，江州之桂阳八郡立，治临湘（今湖南长沙市）。成帝咸和三年省。安帝义熙八年（412年）复立。”（北京，中华书局，1974年，4册，1129页）又《晋书》卷15《地理志下》广州：“怀帝永嘉元年，又以临贺、始兴、始安三郡凡二十县为湘州。”（北京，中华书局，1974年，2册，468页）按：当作咸和三年（328年）省入荆、江、广三州。又据《晋书》卷15《地理志下》荆州：“穆帝时……，又以广州之临贺、始兴、始安三郡及江州之桂阳，益州之巴东，合五郡来属。”（2册，458页）“穆帝时”，姑作穆帝永和元年（345年），此时临贺、始兴、始安三郡当属荆州。故义熙八年仅从荆、江二州分出复置后，当仍治临湘（今湖南长沙市）。领有长沙、衡阳、湘东、邵陵、零陵、营阳、建昌、临贺、始兴、始安等郡。
