南朝宋泰始七年（471年）置。治百梁（今广西合浦县东百良山下白沙镇）。领有百梁、陇（忄龙）苏、永宁、安昌、富昌、临漳、合浦、宋寿等郡。（1）齐建元元年（479年）徙治临漳（今广西合浦县东北）。（2）

（1）《宋书》卷38《州郡志四》越州刺史：“明帝泰始七年（471年）立”。领有百梁、（忄龙）苏、永宁、安昌、富昌、南流、临漳、合浦、宋寿等郡。（北京，中华书局，1974年，4册，1208、1209页）又《南齐书》卷14《州郡志上》越州曰：宋泰始七年，“始置百梁、陇苏、永宁、安昌、富昌、南流六郡，割广、交朱（土鸟戈）三郡属。”（北京，中华书局，1972年，1册，267页）按：则当时越州领有百梁、陇（忄龙）苏、永宁、安昌、富昌、临漳、合浦、宋寿等郡。
