北宋咸平二年（999年）分置荆湖路置，（1）治潭州（今湖南长沙市）。领有潭州、衡州、道州、永州、郴州、邵州（后升宝庆府）、全州、桂阳监（后为桂阳军）等地。后增领武冈军（从邵州分出）。（2）南宋绍兴元年（1131年）分置荆湖东、西路。（3）
注：
（1）张家驹《宋代分路考》二《至道以前诸路沿革》己《至道三年十五路》：至道以前，诸路分置离合不一；及至道三年（公元997年），乃定制分天下为十五路。《长编》曰：“是岁始定为十五路：……八曰荆湖南路，九曰荆湖北路……。”然同书下注云：“咸平二年（公元999年）三月戊辰，荆湖南北路置始两使。”《元丰九域志》（卷6页十四下）亦谓荆湖路于“咸平二年（999年）分南、北路。”《宋史》（卷6页三上）《真宗本纪》亦云咸平二年“置荆湖南路转运使”。故至道三年，实际上仅得十四路而已，真正之十五路实始于咸平二年也。（《禹贡》半月刊，1935年，第四卷第1期，35、36页）
（2）《元丰九域志》卷6《荆湖路》：南路治潭州（今湖南长沙市）。领有潭州、衡州、道州、永州、郴州、邵州（宝庆元年升宝庆府）、全州、桂阳监（后为桂阳军）等地。（北京，中华书局，1984年，上册，258——265页）《宋史》卷88《地理志四?荆湖南路》所载同。又领武冈军：“崇宁五年，以邵州武冈县升为军。”（北京，中华书局，1977年，7册，2198——2201页）
