唐贞元三年（787年）分浙江东西道置，（1）治越州（今浙江绍兴市）。领有越、衢、婺、台、明、处、温七州。（2）中和三年（883年）升为义胜军节度使。（3）

（1）《新唐书》卷68《方镇表五》：贞元三年（787年），“分浙江东西为二道，复置浙江西道都团练观察使。”（北京，中华书局，1975年，6册，1910页）按：当也置浙江东道都团练观察使。又清吴廷燮《唐方镇年表》（二）卷5《浙东》贞元三年（787年）皇甫政：“《旧纪》：正月戊寅，以宣州刺史皇甫政为浙东观察使。“（北京，中华书局，1980年，2册，776页）
（2）原浙江东道观察使（780年）治越州（今浙江绍兴市）。领有越、睦、衢、婺、台、明、处、温八州。后并入浙江东西道观察使。《新唐书》卷68《方镇表五》：贞元三年（787年），“分浙江东西为二道，复置浙江西道都团练观察使。领润、江、常、苏、杭、湖、睦七州。”（北京，中华书局，1975年，6册，1910页）则睦州改属浙江西道观察使。
