唐永贞元年（805年）置,（1）治苏州（今江苏苏州市）。领润、常、苏、杭、湖、睦六州。（2）元和四年（809年）改置为浙江西道观察使。（3）
注：
（1）《资治通鉴》卷236唐顺宗永贞元年（805年）:“以浙西观察使李錡为镇海节度使”。胡三省《注》：“《考异》曰：《旧錡传》云：‘德宗于润州置镇海军。’《新书·方镇表》：‘元和二年（807年），升浙西观察使为镇海军节度使。’按《实录》……。然则云德宗、元和者，皆误也。”（北京，中华书局，1956年，16册，7612页）
（2）《新唐书》卷68《方镇表五》：贞元三年（787年），“分浙江东、西为二道，复置浙江西道都团练观察使。领润、江、常、苏、杭、湖、睦七州,治苏州（今江苏苏州市）。”又贞元四年（788年）曰：“江州隶江西观察使”。（北京，中华书局，1975年，6册，1910页）故当时实领润、常、苏、杭、湖、睦六州。其后未见变化，镇海军节度使也当领此六州。
（3）《新唐书》卷68《方镇表五》：元和四年（809年）：“废浙江西道节度使，复置观察使，领镇海军使。”（北京，中华书局，1975年，6册，1914页）",
