唐大历元年（766年）置，治苏州（今江苏苏州市）。领有润、江、苏、常、杭、湖、饶七州（1）大历十四（779年）浙江东道并入。（2）

（1）《新唐书》卷68《方镇表五》：大历元年（766年），浙江西道观察使罢领宣、歙二州。（北京，中华书局，1975年，6册，1905页）清吴廷燮《唐方镇年表》（二）卷5《浙西》大历二年（767年），《旧传》：“累迁苏州刺史、浙江西道都团练观察使。”（北京，中华书局，1980年，2册，744页）按：本治宣州，现罢。当治苏州（今江苏苏州市）。又本领有润、江、苏、常、杭、湖、宣、歙、饶九州，现罢领宣、歙二州，则领润、江、苏、常、杭、湖、饶七州。
