刘宋大明三年（459年）罢扬州，改为王畿，由南台侍御史部诸郡。原扬州地领丹阳、吴、吴兴、义兴、宣城五郡。辖今长江以南江苏（清镇江、常州府除外）、安徽（清徽州府地除外）、上海市地。①五年（461年）割王畿之淮南（侨治姑孰）、宣城二郡置南豫州。②八年（464年）罢王畿，复立扬州。③
①《宋书》卷35《州郡志一》：“扬州刺史……大明三年罢州，以其地为王畿，以南台侍御史部诸郡，如从事之部传焉，而东扬州直云扬州。八年，罢王畿，复立扬州，扬州还为东扬州。”（第4册，1029页）
②《宋书》卷36《州郡志二》：“南豫州刺史，……孝武大明……五年割扬州之淮南、宣城又属焉。徙治姑孰。明帝泰始二年又合，而淮南、宣城还扬州。九月又分，还治历阳。三年五月，又合。四年，以扬州之淮南、宣城为南豫州，治宣城，五年罢。时自淮以西，悉没寇矣。七年复分历阳、淮阴、南谯、南兖州之临江立南豫州。泰豫元年，以南汝阴属豫州，豫州之庐江度属南豫州。按淮东自永初至于大明，便为南豫，虽乍有离合，而分立居多。爰自泰始甫失淮西，复於淮东分立两豫。今南豫以淮东为境，不复於此更立二州，览者按此以淮东为境，推寻便自得泰始两豫分域也。”（第4册，1071-72页）按：刘宋大明五年（461年）割扬州之淮南、宣城属南豫州。徙治姑孰（今安徽当涂）。自为南豫州有江南之地始。
