东汉初平元年（190年）扬州移治寿春（今安徽寿县）。①辖九江、丹阳、庐江、会稽、吴、豫章六郡和阜陵一国。辖境相当今长江以南江苏、浙江、安徽、上海市、福建、江西省（今莲花县地属荆州）地。初平四年（193年）寿春为袁术所据，扬州刺史刘繇南迁治曲阿（今丹阳）。②自此扬州分为南北二州。
①《三国志》卷6《袁术传》：“术以余众奔九江，杀扬州刺史陈温，领其州。”裴注“臣松之案《英雄记》：陈温字元悌，汝南人。先为扬州刺史，自病死。袁绍遣袁遗领州，败散，奔沛国，为兵所杀。袁术更用陈瑀为扬州。……瑀既领州，而术败于封丘，南向寿春，瑀拒术不纳。术退保阴陵，更合军攻瑀，瑀惧走归下邳。如此，则温不为术所杀，与本传不同。”（第１册，208页）《资治通鉴》卷60初平四年（193年）记其事。（第5册，1942页）则知初平四年前扬州移治寿春。今姑定于初平元年（190年）《三国志》卷23《魏志常林传》裴注：“时苗，……建安中，入丞相府。出为寿春令，令行风靡。扬州治在其县。”（第3册，662页）可知至东汉末，扬州均治寿春。
②《资治通鉴》卷61兴平元年（194年）“侍御史刘繇……诏书用为扬州刺史；州旧治寿春，术已据之，繇欲南渡江，吴景、孙贲迎置曲阿。据曲阿。”（第5册，1970页）《三国志》卷46《孙坚传》：“先是，刘繇为扬州刺史，州旧治寿春，术已据之，繇乃渡江治曲阿。”（第5册，1102页）《资治通鉴》卷61兴平二年（195年）：“（孙）策渡江战斗，……进击繇於曲阿。……策入曲阿，劳赐将士，发恩布令，告谕诸县，……威振江东。”（第5册，1972页）",
