元至正二十六年十二月（1367年），明太祖以江浙等处行中书省浙江分省改置，治杭州府。领九府：杭州府、严州府、绍兴府、明州府、台州府、金华府、衢州府、处州府、温州府。明洪武九年（1376年）六月，改行中书省为承宣布政使司1。
